Thank you for your thoughtful response loaded with insights. Reinventing the wheel is a big no-no in design thinking. I do, however, think apartment complexes pose a unique challenge that is not directly related to normal housing. But I do think it could take some lessons from what your city is already doing. The best solution is a circular one, where those that can use the compost receive it from the ones that produce it.
